Removing local weather warning banners from video

Hi There,
I was wondering if there’s any way to edit out the very annoying banners that are posted by the local TV stations when there is a weather event. They keep them up for the duration of the event which can be hours. This also impacts COMSKIP ability to properly analyze the video for commercial removal.

The banner appears at the bottom of the screen and masks the broadcast logo.

You could try cropping the bottom X pixels off the video with a manual processing run through a MCEBuddy filter or handbrake or other tool.

I know there are filters for aviedit for logo removal, but that doesn’t work for chirons (the scrolling banners).
