I have MCE to scan my library and hit everything over a 6mbps bitrate. It got a lot, but there are some stragglers i cant seem to figure out why its not doing them. Maybe i am looking at something wrong or Plex is wrong? Not sure how to troubleshoot this one. Whatever logs i need to attach i will, please just let me know what you would like to see!!
If you open mcebuddy.log and search for your filename you should see what bitrate mcebuddy is reading from your files.
